This project aims to achieve an optimal system design by revealing the conceptual and operational dimensions of the Mandatory Deposit Management System unique to Turkey. Within the scope of the project, the fundamental literature of deposit management systems has been reviewed, and the system's scope has been evaluated with elements such as packaging, labeling, marking, security, obligations, and the deposit amount.
This project aims to present the conceptual and operational dimensions of the final scheme that serves as the basis for the implementation of an optimal design of the Deposit Management System specific to our country.
Within the scope of the project;
The basic literature regarding deposit management systems has been evaluated in general terms.
The scope of the system has been addressed in terms of dimensions such as packaging, labeling and marking, system security applications, system basic obligations, and deposit fees.
A systemic structure and governance approach compatible with our country's socio-economic and cultural conditions have been developed based on experiences reflected from the best practices in the world.
The definitions of stakeholders, which are among the most important parts of governance, have been made in general first, followed by the roles and responsibilities assigned to each stakeholder within the system.
The processes and flows related to the operations occurring in the loop, starting with the production of deposit packaging in accordance with the specified criteria for market release; and ending with the collection of the returned empty packaging and its transfer to recycling facilities have been addressed.
